Objective
The students
• recognise the different alternatives of (public) service production and its organisation and understand the significance of the assessment of operating models
• recognise the connection between quality and development of operations
• can assess the overall efficacy and effectiveness of welfare services
• masters central assessment means and tools related to the production and organisation of welfare services.

Assessment criteria, satisfactory (1)
The general criteria of the competences that the Master's Degrees awarded by Finnish Universities of Applied Sciences provide can be found on JAMK's web pages (http://opinto-oppaat.jamk.fi/en/Study-Guide-Masters-Degrees/). The learning outcomes of individual courses are assessed in relation to the objectives of the course concerned. Assessment is based on knowledge, skills and competence in accordance with the National and European Qualifications Framework (NQF/EQF), level 7.
If the student does not meet the minimum criteria set for the course, the grade is 0 (Fail).
1 (adequate)
The student is familiar with the various alternatives of organising public service provision and understands the importance of assessing different operating models. He/she has a structured idea of the special features of social and health service provision.
2 (satisfactory)
The student is familiar with the various alternatives of organising public service provision and understands the importance of assessing different operating models. He/she has a structured idea of the special features of social and health service provision. He/she recognizes assessment mechanisms associated with allocating resources and understands the importance of measurements and indicators.
Good (3)
In addition to competence required for the grade 1-2, the student masters certain methods associated with assessing and measuring functions and is able to analyse the characteristics of various parts of the service system in terms of the operation of the entire system. He/she demonstrates an ability to recognize the link between quality and developing operations and masters certain assessment methods.
Very good (4)
The student masters the competence required for grade 3. He/she is able to combine various knowledge reserves to enable him/her to interpret measurements of the effects, efficiency and impact of services and activities.
Excellent (5)
The student masters the competence required for grade 3. He/she is able to combine various knowledge reserves to enable him/her to interpret measurements of the effects, efficiency and impact of services and activities.
He/she demonstrates an ability to place the interpretation of results as part of the decision-making process. He/she shows that he/she is able to apply key assessment indicators, approaches and tools associated with the provision and organisation of welfare services in practice.
