Objective
The student has an understanding of the starting points for the basic, social and welfare rights of citizens/clients. The student is able to counsel and advise clients and knows how to plan and implement the client’s services based on the principles of social rights. The student is able to see the social welfare system as a whole from the viewpoint of the client. The student has a grasp of the legislation concerning the rights and position of social welfare clients and has learned to apply these in the assessment of service requirements and in service activities.
The student has a sufficient basic knowledge of the tasks related to basic security and social work that fall into the sphere of responsibility for Bachelors of Social Services. The student has the basic skills with which to utilise and apply information; especially that which pertains to subsistence security, social rehabilitation and service counselling in social work with adults and services for the disabled.

•Legislation concerning social security and social services
•Clientship and supervision of interests
•Application of the Act on the Status and Rights of Social Welfare Clients in client processes, and appeals.
•Social counselling and service counselling in social work with adults and services for the disabled
•The basics of income security and rehabilitative employment activities
•Information, and guidance skills

The student demonstrates creative and innovative problem solving skills. The student is able to extensively, critically and instructively examine and assess their own competence, values and attitudes in client counselling and guidance work from the viewpoint of both social rights and the client. The student is able to utilise different forms of media to share information he/she has gathered on social rights, basic security and social counselling. When interacting with others he/she is able to utilise their expertise in a structured, instructive and constructive manner. The student has a grasp on the legislation pertaining to the rights and position of social welfare clients and has learned to apply this in the assessment of service requirements and in service activities.
The student has a sufficient basic knowledge of the tasks related to basic security and social work that fall in the sphere of responsibility for Bachelors of Social Services. The student is able to apply the knowledge they have specifically in tasks related to income security, social rehabilitation, service counselling and social work with adults.
