Objective

After completing the course, you will be able to structure the whole service system of welfare services, the legislation and funding system that governs it, as well as the customer's position as a user of the services.
You know how to evaluate and manage the implementation of good governance principles and sustainable development in the operations and services of your field.
You can examine the quality and effects of operations and develop operations based on knowledge and taking sustainable development into account.
You can lead and develop multidisciplinary cooperation as part of a broad administrative reform, critically evaluate service and operational processes, and prioritize activities.
You can examine the relationships between public authority and private service production related to welfare services, different forms of cooperation and contractual practices.

Content

The service system of welfare services as a whole, financing of services, legislation, guidance and supervision, and the position of the customer.
Principles of good governance and sustainable development in public and private service operations.
Political guidance of welfare services and the central principles of the Nordic welfare state.
Responsibility for organizing well-being services and providing services, actors and operating principles.
Management of multidisciplinary cooperation, competence requirements and structures.
Quality and effectiveness of services, guiding with information, evaluation of effectiveness and prioritization in decision-making.
Companies and organizations as producers of welfare services.
Current issues of welfare area reform from the point of view of administration and effective decision-making.

Teaching methods

Effective decision-making is a multidisciplinary online study course. You study in the Moodle learning environment, where you can find course instructions, timetables, assignments and study materials. You also participate in webinars, where you reflect and share what you have learned using community learning methods.
You do independent information acquisition and apply what you learn in individual and group tasks and in various discussions.

Guidance:
Guidance takes place in webinars and in the question and answer section of the Moodle learning environment.

Your student group forms a working life-oriented peer learning network.

There is no exam in the course.

In the course, you will use international research literature.

Completion alternatives

You can familiarize yourself with Section 17 of Jamki's degree regulations when considering identifying and recognizing (crediting) the skills of a study course based on the skills you have previously acquired and the goals of the study course.

Indicative use of your time is 135 working hours, which is divided as follows:

Online lectures and webinars 15 hours

The participants of the study course are checked when the first individual assignment is returned. According to the schedule of the individual assignment, the returned students are formed into small groups of 3-5 students. Some of the later learning tasks and work in the course are organized through these small groups.

Further information

In the course, what you learn is assessed qualitatively based on the competence goals, using many different methods: feedback given by the teacher, the student's own self-evaluation and feedback received from peers in webinars, small groups and the Moodle learning environment.
